The province planning of Ninh Binh is an automotive mechanical industry center

According to the Provincial Planning of Ninh Binh for the period 2021-2030, with a vision towards 2050 and goals until 2035, Ninh Binh aims to become a centrally-governed city and the leading modern automotive mechanical industry hub in the country.

By the year 2030, Ninh Binh will become the top-growing province among those located in the southern region of the Red River Delta.

Deputy Prime Minister Tran Hong Ha signed Decision No. 218/QD-TTg on March 4, 2024, approving the Provincial Planning of Ninh Binh for the period 2021-2030, with a vision towards 2050.

Accordingly, the planning scope encompasses the entire mainland and coastal areas of Ninh Binh Province, as defined by relevant laws and regulations.

The planning sets targets until 2030, leveraging all potentials, advantages, resources, and motivations to propel Ninh Binh Province into rapid and sustainable development.

By 2030, Ninh Binh will be a fairly developed province, outpacing growth in the southern provinces of the Red River Delta, essentially meeting the criteria of a centrally-governed city with millennium urban heritage characteristics and a creative city.

Ninh Binh will be one of the major centers with high brand value in tourism, cultural industry, national heritage economy, and Southeast Asia region; a leading modern automotive mechanical industry hub in the country; essentially forming a cohesive ecosystem for innovative startup entrepreneurship.

The planning aims for 2035, where Ninh Binh Province will become a centrally-governed city with millennium urban heritage characteristics, a creative city, a major hub with high brand value in tourism, cultural industry, national heritage economy, and the Asia-Pacific region.

Ninh Binh will be a leading national center for modern transportation mechanical industry; a hub for innovative startup entrepreneurship among the provinces in the southern Red River Delta region.

PRIORITIZING THE DEVELOPMENT OF AUTOMOTIVE MECHANICAL INDUSTRY

Regarding key tasks and breakthrough developments, fostering the automotive mechanical industry, high-tech industry, and environmentally friendly industries are driving forces for growth. Developing tourism and cultural industries is a spearhead associated with high-end, distinctive products and services with high brand value.

Promoting innovation, applying scientific and technological achievements, administrative procedure reform, digital transformation, building digital governance, synchronized digital economy, enhancing competitiveness, and improving the investment business environment.

Training and developing human resources to meet the economic restructuring process and the requirements of socio-economic development in the fourth industrial revolution.

Comprehensive development of culture and society, emphasizing grassroots culture, building civilized lifestyles; conserving and promoting the beautiful traditional cultural values of the ancient land’s people. Focus on preserving, renovating, restoring, and promoting the heritage of Hoa Lu Ancient Capital and the Trang An Landscape Complex.

Organizing space, rational functional zoning, sustainable development of urban systems; fostering harmony between regions, urban and rural areas. Building new rural areas towards advanced, exemplary models linked to the development of multi-value ecological agriculture; innovating urban architecture, urban landscapes, modern rural areas, rich in identity.

Investing in comprehensive, modern infrastructure linked to efficient land use. Developing civilized, modern urban areas. Implementing strategies for the development of millennium urban heritage, creative economy, heritage-based economy on the basis of restoration and conservation, promoting historical-cultural values, natural landscapes, environmental protection, actively responding to natural disasters, and adapting to climate change.

Focusing on developing the economy of the coastal area of Kim Son as a new driving force, space, and new growth pole of the province.

Concentrating on and prioritizing the development of mechanical engineering industries, automotive manufacturing, electronics industry, and new materials industry.

Regarding the direction of development for key industries, particularly in the industrial and construction sectors, there is a shift towards internal restructuring of the processing and manufacturing industry, focusing on enhancing specific industrial groups, high-tech industrial products with significant added value, clean technology, and industrial exports. Superior mechanisms and policies are in place to promote entrepreneurship and innovation in high-tech industries, with an emphasis on environmental friendliness.

There is a focus on and priority given to the development of mechanical engineering industries, automotive manufacturing, electronics industry, new materials industry, high-tech materials; as well as processing industries serving agriculture production.

Maintaining stable production of traditional industrial products while prioritizing environmental protection, and developing some consumer goods industries with rational labor usage.

Formation of clusters in the production of prioritized industrial sectors, creating a foundation and platform for connecting product chains, value chains, and enhancing the competitive capacity of enterprises.

Development of the construction industry towards modernization, deep technical expertise, high competitiveness, and meeting the development needs of localities and the nation.

DEVELOPMENT OF 4 MAJOR TOURISM PRODUCT GROUPS

In the service sector, particularly in tourism, the construction and development of tourism in Ninh Binh province are considered spearhead economic sectors, with their own brand and image associated with the potential and value of Hoa Lu Ancient Capital and the Trang An Landscape Complex.
