Recently, at a meeting with the Ministry of Industry and Trade on mechanisms and policies for industrial and supporting industry development in Hanoi, Mr. Dam Tien Thang, Deputy Director of Hanoi Department of Industry and Trade said, for supporting industry, Hanoi has approved the Supporting Industry Development Program for the period of 2020-2025 with the goal of attracting investment and improving the capacity of supporting industries in Hanoi.

At the same time, building and improving the capacity of the enterprise system, contributing to the formation of the production network system, promoting the cooperation and association of supported enterprises with the system of industries, assembly enterprises, multinational corporations, foreign-invested enterprises in Hanoi, the Northern region and the whole country as well as gradually exporting.

In addition to coordinating with the Department of Industry to develop the project “Organization of a training program on consulting and supporting 5S3D processes for supporting industry enterprises in the mechanical, electrical and electronic industries”, the Hanoi Department of Industry and Trade has coordinated cooperated with NC Network Corporation (Japan), ReedTradex (Thailand) to support supporting industry mechanical enterprises in the city to participate in specialized fairs on supporting industry and manufacturing in Hanoi 2017, 2018; Vietnam Manufacturing Expo 2019 in Hanoi; Hanoi Supporting Industry Fair in 2020…

According to Mr. Dam Tien Thang, by 2022, the Hanoi People’s Committee aims to have about 920 enterprises operating in the supporting industry in Hanoi. In which, there are about 300 enterprises with production systems and products of international standards, sufficient supply capacity to participate in the global production network of multinational corporations in Vietnam. The industrial production value of the supporting industry accounts for about 16% of the industrial production value of Hanoi’s processing and manufacturing industry; The industrial development index of the supporting industry has increased by over 11% annually.

Notably, Hanoi will continue to implement programs to develop key industrial products and supporting industries effectively. In particular, promote the organization of propaganda, promotion and trade organization, seminars on the sidelines of domestic and foreign fairs, in addition to the City’s supporting industry fair held annually.

Enhance the digitization of industrial clusters and business activities in the locality. Building an electronic portal (website) on supporting industry to update specialized information, information on mechanisms and policies as well as create a playground to connect businesses operating in the city.

Strengthening support for businesses to improve production processes and digital transformation

However, the Deputy Director of the Hanoi Department of Industry and Trade said that a number of mechanisms and policies to support the development of industry and supporting industries in the locality have not been completed, especially credit policies and regulations on the implementation of the Program. … especially the lack of human resources for state management of industry.

The organization, management and administration of the implementation of planning and policies on development of supporting industries for the auto industry is still lacking; The scale of enterprises is still small, the technology is not advanced, the ability to research, design and develop products is limited, etc.

Pham Tuan Anh, Deputy Director of the Department of Industry (Ministry of Industry and Trade), said that Hanoi needs comprehensive solutions to solve the original problem of improving the intrinsic capacity of enterprises in science, technology and finance, strengthen support to connect businesses in Hanoi city to become suppliers in the multinational supply chain.

“At the same time, we hope that the Hanoi Department of Industry and Trade will continue to advise the City government to develop more methodical and long-term programs and plans; on the other hand, direct subordinate functional units to coordinate with the Department of Industry and Trade effectively implement industry development activities”, Mr. Pham Tuan Anh stated specifically.

Leaders of the Department of Industry also suggested that Hanoi city, in particular the Department of Industry and Trade, need to strengthen support for businesses in the area to improve production management processes and digital transformation; focus on building a database system of enterprises in the field of supporting industry and manufacturing and processing industry.

In addition, the role of State management agencies such as the Department of Industry and Trade in strengthening the connection of supporting industry enterprises with complete production enterprises as well as supporting policies on credit from the local budget is very important.

In the coming time, two agencies, the Department of Industry (Ministry of Industry and Trade) and Hanoi Department of Industry and Trade, will continuously work closely to effectively implement the Hanoi Supporting Industry Development Program for the period 2020-2025 in the most practical way.
