Hanoi: Strive for the percentage of trained workers to reach 72.2% and more

Hanoi strives for the proportion of trained workers to reach 72.2%, of which the percentage of workers with degrees and certificates will reach 51.2%.

These are the targets set out in the City’s Plan on overcoming limitations and shortcomings in vocational education in 2021 has just been issued.

The plan aims to concretize the Resolution of the 13th National Congress of the Party and the Resolution of the 18th National Party Congress of the City Party Committee for effective formulation and implementation; always thoroughly grasp and strictly abide by, creatively and effectively apply the leadership, direction, guidelines of the Party, policies and laws of the State and the actual situation of the Capital. Human resource development in the capital is one of the important tasks and a breakthrough solution in the socio-economic development strategy, job creation and social security assurance.

Thereby, the implementation of vocational education must be practiced, synchronously, continuously, with focus and focus, assigning specific tasks, efficiency efficiency, associated with job creation and labor market needs.

To perform the above task well, the plan also sets out a number of targets in 2022, specifically: Enrolling and training about 224,500 people (in which: 25,000 college, 28,000 intermediate, elementary and under 3 months) is 171,500); strive for the percentage of trained workers to reach 72.2%, of which the percentage of workers with degrees and certificates will reach 51.2%.

Hanoi will deploy 5 groups of solutions including: Strengthening information work, propaganda to raise the society’s awareness about vocational education; proactively, flexibly adapting, ready to respond to complicated developments of the COVID-19 epidemic, ensuring that enrollment and training activities are not interrupted due to the COVID-19 epidemic; to step up the consulting, enrollment, and distribution of students in general education; improve the quality of operations of vocational education institutions; to promote vocational training in association with enterprises, and to associate training with job creation.

The city will focus on promoting vocational training according to the needs of the labor market and employers; attaching the quality of vocational training to applying technology, renovating training programs to meet the requirements of enterprises; training associated with the socio-economic development program of the city and each locality, contributing to the transformation of labor and economic structure, increasing opportunities for workers to find sustainable jobs.

Encouraging enterprises to participate in vocational education activities, creating linkages between workers, enterprises and training institutions; supporting vocational training, fostering vocational skills for employees working in small and medium-sized enterprises in the city…

Diversify and expand forms of cooperation between vocational education institutions and enterprises; supporting employers in training, retraining and improving vocational skills to maintain jobs for workers affected by the COVID-19 epidemic.

Implement the plan of vocational training at elementary level, training under 3 months according to Decision No. 46/2015/QD-TTg of the Prime Minister in Hanoi city in the period of 2022-2025.
