2021 is the year Thai Binh province recorded a flourishing investment attraction. As a consultant to the Provincial People’s Committee, could you tell us the basic solutions and initial results?
In 2021, investment promotion and attraction work in many localities across the country face many difficulties due to the Codid-19 pandemic, Thai Binh province is no exception. Along with that are the “bottlenecks” affecting socio-economic development, such as land clearance for many projects being slow, affecting the progress of implementation and attracting investment; the infrastructure system, especially the connecting traffic, has not yet met the requirements of rapid development of the economy; planning is still inadequate; effectiveness in promotion and investment attraction is still limited, especially in large-scale projects with advanced technology and high added value; administrative reform has not met the requirements; There is a shortage of human resources, especially high-quality human resources.
Faced with that situation, Thai Binh Provincial People’s Committee has seriously and drastically directed to all levels, branches and administrative agencies of the province, actively innovated, implemented synchronously and effectively administrative reform and create positive changes and solutions to remove “bottlenecks” to create growth momentum.
Among the above “bottlenecks”, the province has determined that site clearance for slow projects is a hot and prominent issue that needs to be quickly resolved. Since then, the Standing Board of the Provincial Party Committee has issued Directive No. 08-CT/TU dated July 5, 2021 on strengthening leadership and directing the implementation of site clearance to serve the implementation of investment projects in the local area. Provincial People’s Committee promulgates Plan No. 116/KH-UBND dated August 18, 2021 to implement Directive 08-CT/TU dated July 5, 2021 and Plan No. 117/KH-UBND dated August 18, 2021 to organize emulation movement “Strengthening the progress of site clearance to serve the implementation of investment projects in the province”. At the same time, request all levels, branches and localities to organize the implementation.
With the drastic and close involvement of the whole political system, up to now, the ground clearance work has had many positive changes, with results exceeding expectations. liberated such as the 4-5 storey collective area of Le Hong Phong ward, Chu Van An street, Dinh Tien Hoang street and key projects such as Lien Ha Thai Industrial Park, Thaco Industrial Park, Road project from In Thai Binh City, going to the Thousand Bridge… has been accelerated the progress of site clearance, creating conditions for projects to be deployed early and on schedule.
In order to remove the “bottlenecks” in traffic infrastructure, the Provincial People’s Committee has directed the Department of Transport and Communications, departments, agencies, People’s Committees of districts and cities to speed up consultation and effective implementation that results of schemes and projects; speeding up the implementation of projects with important impacts and promoting the development of the province such as coastal roads, routes from Ho Chi Minh City, etc. Thai Binh goes to the Thousand Bridge, DT.462 road (road 221A), DT.454 road (road 223), the trunk road system in Thai Binh economic zone and a number of other important traffic routes.
Could you tell us about specific results in attracting investment to Thai Binh province?
Deploying digital signatures and solving work in the network environment, 100% of administrative procedures under the Department’s handling competence are carried out according to the “5 on-the-spot” plan at the Provincial Public Administration Service Center and on the Provincial Public Service Portal, the National Business Registration Portal. By the end of November 30, 2021, the Department of Planning and Investment has received 6,668 applications (including 2,208 applications received online and 4,460 applications received in person).
As of November 22, 2021, there are a total of 77 investment projects approved for investment or granted investment registration certificates with a total newly and additionally registered capital of VND 18,389.15 billion (22 investment projects) in industrial zones and economic zones with newly and additionally registered capital of VND 13,737.09 billion and 55 investment projects outside industrial zones and economic zones with newly and additionally registered capital of VND 4,652.06 billion).
In 2021, the province has appraised, granted and adjusted investment registration certificates for 5 foreign direct investment (FDI) projects. The province currently has 99 valid FDI projects with a total registered investment capital of 1,310.5 million USD, of which 81 projects have been put into stable operation and 16 projects are under construction or under construction, land procedures, environment…
Especially on September 1, 2021, Thai Binh province granted investment registration certificates and decided on investment policies for 5 investment projects with a total registered capital of nearly 600 million USD, including 3 projects. FDI has a large scale with a total registered capital of 395 million USD, including the Thai Thuy Vietnam Lottery Factory Investment Project, the Greenworks Thai Binh Vietnam Factory Investment Project in Lien Ha Thai Industrial Park in Thai Binh Economic Zone, and Investment project on factory manufacturing home accessories, bathroom, indoor and outdoor lighting and outdoor furniture in Tien Hai Industrial Park. These are the first FDI projects to invest in Thai Binh Economic Zone, which is a key and driving force for economic development of the province in the period of 2021-2025 and the following years.
In 2022, it is forecasted that there will still be many difficulties and challenges due to complicated developments of Covid-19, what fundamental solutions does the Thai Binh Department of Planning and Investment have to adapt to the new situation and promote investment attraction into the province, especially Thai Binh Economic Zone, contributing to economic growth?
Thai Binh Department of Planning and Investment has developed many solutions to create an attractive investment environment to promote investment attraction in the economic zone as well as in the province in general.
That is, to effectively develop and organize the implementation of the investment promotion plan in 2022. Continue to implement solutions to improve the investment and business environment and support businesses in the province; continue to remove bottlenecks, bottlenecks and difficulties in attracting investment to free up and open up capital sources, contributing to promoting socio-economic development of the locality.
