Developing Southeast economic zone into the driving force of economic growth of Nghe An


The project to develop the Southeast Economic Zone into a driving force for economic growth of Nghe An province in the period of 2021 – 2025 with orientation to 2030 has just been issued by this province.

Vice Chairman of Nghe An Provincial People’s Committee Le Ngoc Hoa said that the Provincial People’s Committee has just issued a Plan (No. 812) to implement the “Project to develop the Southeast Economic Zone into a driving force for economic growth of Nghe An province” in the period 2021 – 2025, orientation to 2030″.

The project aims to build and develop the Southeast Economic Zone into a dynamic, attractive and highly competitive economic development area in the North Central region.

With a focus on developing synchronous and modern industrial park infrastructure in association with the effective construction and exploitation of Cua Lo and Dong Hoi seaports.

The Vissai Cement Specialized Port, Nghi Thiet Commune, Nghi Loc District, with an area of ​​​​about 407.15 hectares, is a “bump” for Nghe An to develop a seaport infrastructure system to develop the region’s economy.

Creating a breakthrough in attracting investment, accelerating economic restructuring, increasing production value, increasing budget revenue, creating many jobs and making positive contributions to economic development, ensuring economic security. ensure national defense, security, environmental protection, natural disaster prevention and response to climate change.

Accordingly, in the period of 2021-2025, the boundary of the Southeast Economic Zone will be adjusted to 80,000 hectares (including 70,000 hectares of land and 10,000 hectares of sea surface), of which the industrial park area is about 15,000 hectares, renamed to Nghe An Economic Zone; Planning to develop 10 – 12 Industrial Parks outside the Economic Zone with a natural area of ​​about 4,500 ha.

Investment capital for construction of infrastructure of economic zones and industrial zones in the period of 2021 – 2025 will reach VND 19,912 billion, of which: Capital from the state budget is about VND 1,050 billion; capital from enterprises operating in infrastructure of industrial parks and seaports is about 17,838 billion VND, other capital sources (ODA, PPP,…) about 1,024 billion VND.

Attract investment in 100 – 120 projects with a total registered capital of about 75,000 – 90,000 billion VND, of which foreign investment capital is about 2.26 billion USD. Realized investment capital is estimated at over 60% of the registered investment capital.

Budget revenue in the Southeast Economic Zone and industrial zones by 2025 will account for about 20-25% of the total budget revenue in the province. By 2025, create jobs for about 80,000 – 100,000 workers.

The objective of the Project also states that the percentage of operating industrial parks with wastewater treatment systems meeting environmental standards by 2025 will reach 100%; ensure that 100% of production facilities in the economic zone are granted environmental permits, and production facilities in the industrial park treat waste (wastewater, waste) up to standards before discharging Activate Wil into the environment, do not let complaints about environmental pollution happen; Meet about 25 – 30% of housing for workers working in economic zones, industrial zones.

Develop infrastructure for 3 – 5 new industrial parks, with an area of ​​about 1,800 – 2,000 ha. Attract investment in 130 – 150 projects with a total registered capital of about 100,000 – 120,000 billion VND, of which foreign investment capital is about 3.67 billion USD. Striving to 2030, budget revenue in the Southeast economic zone and industrial zones account for about 45 – 50% of the total budget revenue in the province; create jobs for about 150,000 – 180,000 workers.

People’s Committee of Nghe An province requested relevant functional units to focus groups of development solutions, mobilize resources for investment in infrastructure; strengthen the investment promotion environment and improve the investment attraction process… soon complete the project to turn the Southeast Economic Zone into the growth pole of the province.
